Position Overview

As the Quality Assurance Administrator for the Division of Justice Services; monitors, tests, and analyzes process changes required to enhance the operations of the UCR program; designs and develops the statewide program of systems audits; implements state and federal laws and regulations governing the reporting and dissemination of UCR information for compliance; reports findings which incorporate the methodologies employed, detailed analysis and recommendations for improvement; conducting assessments of compliance in order to ensure data quality achieves program established standards; reviews, approves, and submits findings and recommendations created as a result of these audits; serves as liaison between the Program Administration Bureau (PAB) and criminal justice agencies to identify problems and address operational concerns.

Essential Functions

  • Organizes, plans, executes, controls, evaluates, designs, formulates and implements policy for technical intra-agency studies and audits of state and local criminal justice entities, in order to adhere to the rules and regulations regarding the state and federal Uniform Crime Reporting (UCR) Programs, including the National Incident Based Reporting System (NIBRS) ; Use-of-Force (UoF) ; Arrest Related Death (ARD) ; Officer Non-Fatal Shooting (ONFS) ; School Incidents ; Law Enforcement Officers Killed and Assaulted (LEOKA) ; Hate Crime ; Mental Health ; and Domestic Violence.
  • Conducts quality assurance audits by: Monitoring UCR submissions for accuracy and completeness and adherence to UCR state and federal policy, procedure, and guidelines.
  • Attends and participates in internal and external statewide informational sharing meetings with staff to report audit findings and keep abreast of changes in audit techniques.
  • In cooperation with state and federal UCR staff - serves as the primary training resource to criminal justice entities to educate participating agencies on existing and changes to state and federal reporting guidelines and standards.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Specialized Skills

  • Requires two (2) years of experience interpreting and implementing state and federal statutory mandates related to the Uniform Crime Reporting (UCR) program.
  • Requires two (2) years of working knowledge of categorizing crimes in compliance with the Federal Bureau of Investigation (FBI) UCR program.
  • Requires one (1) year of working knowledge of Incident Based Reporting (IBR) codes and the ability to analyze and translate statutes to code tables.
  • Requires one (1) year of experience developing training programs/materials.
  • Requires one (1) year of working knowledge of government audit procedures and processes 

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.

Preferred Qualifications

  • Prefers one (1) year experience working on state government audit procedures and processes.
  • Prefers one (1) year of responsible administrative experience in a public or business organization or completion of an agency approved professional management training program.
  • Prefers one (1) year of experience developing training programs/materials.
  • Prefers two (2) years of experience interpreting and implementing state and federal statutory mandates related to the Uniform Crime Reporting (UCR) or like programs.
  • Prefers two (2) years of working knowledge of categorizing crimes in compliance with the Federal Bureau of Investigation (FBI) UCR or like programs.
  • Prefers two (2) years of working with a law enforcement records management system.
  • Prefers one (1) year of experience reading, understanding, and transmitting XML and JSON files or like files.
  • Prefers one (1) year of experience using knowledge, understanding of crime report processing, and reporting.
  • Prefers one (1) year of experience identifying errors and warnings within crime reports, and coordinate efforts to provide effective resolutions.
  • Prefers one (1) year of working knowledge of Incident Based Reporting (IBR) codes and the ability to analyze and translate statutes to code tables.
