Job Description

About the Role

The client is undertaking a large scale Data and AI transformation centered around the Ontario Data Platform (ODP). ODP will serve as the enterprise ecosystem for data ingestion, storage, processing, analytics, artificial intelligence, machine learning, data governance, and data marketplace capabilities.

We are seeking an experienced Change Management Consultant to lead process design and organizational change initiatives within the ODP program. This role plays a critical part in ensuring new data and AI solutions are successfully adopted through strong process design, stakeholder engagement, and effective change enablement.

Key Responsibilities

Process Design and Optimization

  • Analyze current state processes and workflows to identify improvement opportunities.
  • Design, document, and implement future state processes leveraging automation, including IT service management processes such as intake, incident, problem, and change.
  • Develop process maps, operating procedures, and governance frameworks to ensure scalability and compliance.

Change Management

  • Develop and execute change management strategies to support adoption of data and AI solutions.
  • Conduct stakeholder analysis and develop communication, training, and engagement plans.
  • Assess change readiness and adoption, adjusting strategies as required.
  • Identify people side risks and resistance points and implement mitigation plans.
  • Track adoption, utilization, and proficiency metrics to measure change success.

Collaboration and Leadership

  • Partner with project managers, business analysts, technical teams, and leadership to align change activities with program goals.
  • Act as a bridge between technical and non technical stakeholders to ensure clarity and buy in.
  • Champion a culture of innovation, continuous improvement, and knowledge transfer.

Required Qualifications

  • Proven experience leading process design, business analysis, and change management initiatives within complex organizations.
  • Strong knowledge of change management methodologies, tools, and best practices.
  • Experience developing future state processes, governance frameworks, and operating procedures.
  • Excellent stakeholder engagement, communication, facilitation, and influencing skills.
  • Strong analytical, problem solving, and decision making abilities.
  • Ability to manage multiple initiatives in a fast paced environment.

Nice to Have

  • Experience working in government or public sector environments.
  • Experience supporting medium to large transformational change initiatives.
  • Familiarity with data governance, data platforms, and analytics or AI environments.
  • Knowledge of Government of Ontario structure and business processes.
  • Experience with Azure, Databricks, or modern data platforms.
  • Certifications such as Prosci Change Management, Lean Six Sigma, or Business Process Management.
